My guess is that they will do it by mileage. When you renew your plate you will pay the tax at that time. Trying to track every car real time would be a nightmare.
Current tax at say, 50 cents per gallon. At 25 mpg. 2 cents a mile. 10,000 miles in a year. $200. $200 might be steep for some folks.
