ADS-B from planes for cars isn't too much of a reach.
Positional taxation based on the time and location would be fair.
It would also help spread out load with people that can moving to different times of day to the lower cost times.
It comes down to if one wants tax system that is fair based on usage, or one that protects privacy.
If one values the latter, just take the amount of taxes that need to be collected.
Divide it out by the weight of the vehichle's that are registered.
Your cost per pound is then arrived at.
new registrations enter at this same cost per pound, and the cost per pound gets adjust from time to time as needed.
The heavier vehichles have a much higher rate of wear on roads, this would make it a somewhat fair system.
It'd also encourage lighter smaller cars instead of mega behemoths.
