At least those are optional.
Even with aircraft, the ADS-B is only required in specific airspaces.

It is a future issue that a world in which EV's make up a higher proportion must face.
I'd rather talk about it now, find the downsides and upsides.


Personally I favor registration fees based on weight rather than mileage.
There isn't a privacy invasion related to vehichle use; but it is still proportions cost based on how much wear a vehichle can do to existing system.
It might help society change from passive safety of a heavy vehichle, of active safety of better driving with a light vehichle.
