If you sit in traffic you already pay more. More fuel is burned, and even more valuable is time. IOW people are already highly incentivized to NOT sit in traffic. Adding more tax will not change things much and the tax planners know this - they see easy money.
Gas tax also hits the heavier vehicles harder. I'm sure that truckers would like to pay the same per mile tax as a Geo metro.
