Certainly appears the cyclist was at fault in this case. Whether you're driving a car or riding a bike, situational awareness and defensive driving/riding are key.
I ride a lot myself. For the most part, I see most riders and drivers behaving properly. But on one scary occasion on an MS100 ride, I witnessed a guy driving a pickup truck purposely sideswipe and knock over a cyclist. The cyclist was injured, but not badly.
