Normal Idle is fine. (when I start the car it idles fine at 900-1000)

Assuming that it's a US 96-98 vram , they did experience aan issue as described when a l/w clutch fly wheel replaced the very heavy dual mass stock set up, usually w/ AC on
If it's a '97 or '98 the DME can be reflashed to update it and cure this issue, If it's a '96 you are SOL
If it's a RoW then you can rechip it w/ a Steve Wong chip, whicjh is what I did
another possibility though more rare is a gummed up idle control valve, The flap should move freely when it's removed and shaken a bit, use carb cleaner to clean it up
