You should get a copy of your municipal codes and review that or lack of. Bikes and sidewalks are not compatible unless designated as what is what.
I don't know that there is an actual law that states that a pedestrian
must walk facing traffic on roads w/o any other pedestrian access. I think it's just common sense like not wearing all black at night and walking.
