To me, the need for tatoos and other personal disfigurements signals a search for a remedy of something else lacking. Probably self esteem and general unhappiness. Much like wearing hip designer clothes. Showing you belong.
That is of course just my non-tatooed perspective. I am sure 99 % of those with a tatoo will disagree violently.

That said, a tatoo as such can be very nice and does not have to look trashy at all.
