Many dozens of billions of dollars. It is just not economically logical. It can be rebuilt above ground a dozen times over for less.
It just affects a small area of the state, and the entire gulf area for a few hundred miles inland would have to be converted to underground to make a difference.
As long as people want to live on the coast, (like they always will) they will be endangered by hurricanes. They get destroyed and a new house is built over and over for generations.
It is no different that the people that want to live in a forest. It sure is pretty until the fires come. People will always want to live there for obvious reasons.
