When I worked for Goodyear we made Douglas at the Kelly Springfield plant in Tyler, TX (and other plants). They use the exact same materials and release standards as any Goodyear tire. In many cases the same green tire was used in molds that were labeled as Goodyear, Kelly, Douglas, and several others.
