Considering the thousands of counties and departments in the U.S., it would seem like an entirely new payroll industry would have had to spring up for this. How did they keep it under wraps? Nothing "under wraps" - Early on incentives were set up to keep the hospitals happy -- big daddy govt pays hospitals $13k for Covid patients on medicaid (and ?) and 3x that ($39k) if they have to go a ventilator.
