The flu is about an R2. With vaccine it drops to about R1.5. If 1/3 of person to person contact is eliminated by masking, social, distancing, etc the R0 drops below 1. Cases cannot increase and fall off to near zero.
Covid had an R3 (or more, Delta far higher). No vaccine. Social distancing, masking, etc did not drop the R0 to below 1. Covid could continue to spread. Spread was slowed, though far from eliminated.
