At the very least, they will lie to the media. I doubt they can get prosecuted for that. That’s for what they report to Medicare, I can’t say. Here’s one such example that I believe is backed up by enough evidence to prove that it is true:

One of my sisters works in a large hospital in Oklahoma. I haven’t talked to her about it lately but last year, when Covid was at its peak, their hospital was a virtual ghost town.
