Where would the rubber be? On the ID of the steel sleeve? Not sure how it acts as a harmonic dampener. I am assuming it must be weighted so the relocation of the sleeve clockwise onto the pulley must be important. I would agree if it came off once it would come off again. Not much load in the direction that it came off, so it must not have been attached very well. One would think a lousy set screw or tack weld would have helped, as it does not seem to touch anything.
