Ok. I read the piece.
Last month I moved 6 loads of manure from the horse barn to the fields. The output of our horses has been surpassed by that load.
Apart from the pseudo science and conspiracy theories, I feel the red herring is in the lead paragraph.
It is not a bio war waged against a population, but rather a war against western society perpetrated by cyber labs under the control of Donnie,s old buddy Vladimir.
Divide and conquer. It seems to be working.
