Winders add to the equation, but there’s a minimum depth near the narrow part. I haven’t done one in ages, so I don’t remember.
What I found on the Internet says that the narrow end of the winder has to be 6" and 12" from that narrow end has to be at least 10". I think we are just a tad off.

When we moved in, the stairs were carpeted. We've pulled the carpet, and the missus has started preparing to repaint.
