Warning posters and bear spray and communicating with others for now. A group complaint is more effective in motivating authorities. I wish you the best.

I have advised the neighbors who walk small dogs of the incident and have posted a warning on the Nextdoor Neighbor website of the street and dog discription without naming the neighbor of giving the street address. Good suggestion on warning moms with strollers.
