20 years ago they had serious quality problems. In the last few years they started some OE supply which should have helped their quality issues. I believe they have 3 US plants. Texarkana (their largest), Findley Ohio, and Tupelo.
Goodyear bought them earlier this year.
I know nothing about the specific tire.
