exactly, there's a ban on masks in many European countries (well, precovid ban?) outside carnival , and then that because a big fuss for islamic head wear for women, like full covered bhurka discussion in the 2000-2010 years.
But face paint is not a mask, it doesn't really hide yer features.
Any photoshopper worth his salt can remove that and make you identifiable, it's just colors.
