We lived in northern Japan in the late 70s and again in the mid 80s. We got a lot of snow. I don't think they put salt or sand down on the roads. I remember my dad installing and removing chains at times. I seem to remember us having studs when we were there in the 70s, but I don't think we had them when we went back in the 80s. THere were, of course, always snow/winter tires installed for the winter. THere were times that we would go months without being able to actually see the road surface because of the snow/ice/slush.
