That photo is taken in front of the CJCS house on Ft Myer which is connected to Arlington National Cemetery. Now you cannot go on that street or the street behind as they are heavily monitored by guard and electronics. There is a huge lawn in front of the houses and on July 4, they allow ID card holders to sit on the lawn which overlooks the National Mall and watch the fireworks. It is really awesome because the lawn is on a hill and is a little higher than the fireworks.
I was working in the Pentagon during Desert Storm. One night I was walking around the building and found myself standing in front of his office suite outer door. No security to speak of back then. Pretty sure I would have crapped my pants if he opened the door.
This book was well worth the read.
