I know it is California, and things are different. I am guessing that parking lot is owned by the shopping center. Why not put up signs that says customer parking only, violators will be towed. Have one tow truck just parked there to get the attention of anyone parking.
I know many restaurants have to do that to prevent their spaces used for people going to a next door restaurant.
That or charge $25 per hour to park there, free validation from the businesses. If 25 bucks is too cheap, make it $100 per hour.
