What you mention isn’t a top end refresh. That’s a regular maintenance. A top end refresh, which a 210k should already have in its history is valve job, springs, etc. it’s rebuilding the heads. A new distributor cap is negligible in the value of the car.
Engine rebuilding and gearbox rebuilding are foremost. Then things like brakes, suspension, etc are next. Hard parts service, if you will. These are the details that matter.
