The list is long.
Japan - I've lived there, many years ago, and would love to go back. English is a required language in school for many years. Everyone may not understand you or converse well, but they can probably read English well enough and are likely to bend over backward to be helpful.
Any of the countries in the UK+Ireland, especially since you can visit between them all.
Most of Europe, especially since you can easily travel between the various countries.
