Red facing the rear is totally legal as long as it's not flashing and then that's a borderline offense. Red and blue seen from the front may get him a warning not flashing. No telling what a cop would do today if it was flashing red and blue.

I live in Long Beach CA where the PD has been voted by a police organization that rates depts as the worst in CA and the 5th worse in the U.S. I see a black and white and I turn right just to not be around.

No way would I put silly lights on my vehicle. Anything to attract attention could end in death around here.
