I'm in the UK, I was lucky, a company down the road from me did it. IRS Surfacing Technologies. They do all kinds of Thermal spraying (Arc, Plasma, Flame... I dont know what technique they used, I just gave them it and told them what I needed and they did it. It cost me 230usd, so quite a bit cheaper than replacing one of these very hard to find pressure plates. I had them put a bit of extra meat on it vs original so it will last a while. Of course I had no shipping etc to pay, it probably wouldn't be viable for you to send it there but it shows it can be done. It has held up fine for the limited miles I have done but it only sees street use.
