I know squat about 3.5 conversions generally, but I'm going to SWAG that in the PMS conversion diagram, that 16ga wire is used to switch/trigger the control side of the fuel pump relay and doesn't carry current for the fuel pump itself at all.
Which, as you say, would be far more (like 10A or more) than you'd want going down that wire.
