You're right. I don't think that area is zoned for a hotel. What could happen is the house is divided into separate homes. But then there's the question of titles and other stuff like who gets to use and maintain the various pools.
Honestly I think the guy is a complete idiot but the local council approved the dwelling. What were they thinking?
