Maybe.

The OP asked for advice and has been hired to evaluate the car. I would assume this means he is asking in the best interests of his clients. The estate should be told what the car would be worth worst case, and could be worth given a better assessment of value and what could be gained with some work. Anything else is a disservice to those who hired him.

Im putting myself in the shoes of the client. They may not care about what they get and it could be a windfall for someone who purchased it because of what 'potentially' could be wrong. For all we know, one of the heirs could be a gearhead or would be perfectly comfortable taking on the task, they just doesn't know what drives the value of these cars.

If the OP could expand on why they feel it may need an engine out service, that would help. We certainly need more details to give a more accurate summary of its value.

There could be several scenarios here. The deceased could have gotten sick and parked a great running car. It could be a well maintained driver with a unique interior, possibly euro spec with original paint with the typical oil leaks but overall very nice. They could put a couple grand in to it and you have a car that could be easily worth $30-50k or more.

It could be fairly rough with rust and had been parked due to pulled head studs or any other issue requiring $10-25k to correct... then yes, it could be worth $15k or less depending on how bad it is.
