I'm reading a history book about CA and in the very early days of statehood, people were still grabbing thieves and murderers and hanging them from trees. I know I'm drifting OT, but remember CA was a state (1850) before a lot of the country became states west of the Mississippi. We didn't have a lot of direct connection to the Union, as it were. Those were the laws of the old West.
