I'm very familiar with the intersection, (used to live a short distance away), and I think that Arnold was heading north on Allenford, about to turn left or west onto Sunset. Everyone is in a rush and traffic is heavy at that time of day, so it's normal to be moving along but not recklessly. I think that the Prius was for some reason where it should not have been, maybe making a U-turn on Sunset as her light turned red. She caught him by surprise as he had the light and the slow-motion train wreck occurred.

That's my armchair guess, anyhow. I have a lot of time on my hands this week.

Funny thing is, because I'm stuck at home with Covid and bored out of my mind, I flipped on the local police scanner on my iPhone yesterday and heard this accident broadcasted in full as it was called in. They of course said nothing about Arnold on the radio but they did request a supervisor.
loooks like the prius turned right and was in the wrong lane.
I had a lady do that to me. she was holding her phone in one hand and driving with the other. she turned right onto the road I was on and WOULDNT put her phone down to turn the steering wheel so she could came into my lane because she couldn't turn sharp enough. then gave ME the finger when I blew my horn at her.
