'Public Use' or 'Public Aircraft Operations' (PAO) aircraft operations do not have to follow FAA regulations. PAO can be applied to law enforcement, customs, military, government stuff in general, but not always.
From the FAA Advisory Circular on the topic:
f. Does the FAA Prescribe Regulations for PAO?
No, the FAA has no regulatory authority over PAO other than those requirements that apply to all aircraft operating in the NAS.
g. Which Regulations in 14 CFR Do Not Apply to PAO?
In general, regulations that include the term “civil aircraft” in their applicability do not apply to PAO (e.g., part 91, § 91.7, Civil Aircraft Airworthiness)
