Looks like that to me, too.
Better picture(s) would help, but looks like there is a rectangular key where the forend rail and the upper receiver rail meet (to keep the rails registered w/each other).
Would lead me to believe the forend probably slips onto the barrel nut rather than threads on, then held in place w/pinch bolts at 6 o'clock. Can't tell from the photo. If you look into the vent holes in the forend rail can you see threads on the outside of the barrel nut?
If forend isn't threaded on, you might use some Kroil or other penetrating oil and a few taps with a rubber mallet to see if you can nudge it loose. If it is threaded on, you will probably have to remove the rectangular key before trying to unscrew the forend.
