You need to be careful of what you ask for; Massachusetts passed a state "right to repair" law requiring OEM's to give independent shop's access to their diagnostics system, commonly called "Telemetrics" within the industry. Several OEM's responded by shutting off the Telemetrics system on all the cars they sell or service in the state (leaving only the federally mandated OBD II functions active), to "protect the manufacturers from legal claims resulting from improper or unauthorized repairs". Net result is that the OBD II system cannot see any system not covered under the EPA's OBD rules, which were written three decades ago; and the loss of the Telemetrics also killed all of the extremely popular user functions such as remote start, alarm system alerts, and service required notifications on the owner's phone. A class action lawsuit resulted, but the OEM's have both time and an army of lawyers on their side, and current expectations are that it will take years to wend its way thru the court system, by which time everyone will have forgotten why they even asked. Legally, the courts tend to be on the side of the OEM's, as they claim repair diagnostics data and systems are copyrighted intellectual property and safety information, a legal definition tool Porsche has used to hammer the independent shops for years, and their position has been up held by the courts as PCNA offers full access to their almighty PIWIS system to anyone willing to pay the $20,000 per year leasing fee, which meets the letter if not the spirit of the existing pertinent laws.
