Looks like fuse number 4, F4, 15amps, feeds both the fuel pump relay and the Motronics relay.
Check to see if the Motronics is getting power.
See if power is going into and out of the Motronics relay.
If the ignition switch is in the ON position, there should be power at "pin 30" of the Motronics relay.
