These are simple locks that are easy to pick with home made picks. The spring steel stiffening spines of windshield wiper blade squeegees can be readily shaped for picking (instructions on Youtube). Alternatively you could drive to a locksmith and they should be able to pick one of the locks in less than 5 minutes, take that one lock into their shop, grind a new key that will unlock all 4 locks.

When I bought my car the dealer had lost the wheel lock keys and sent me to Cothron's locksmith in Austin. They sent out 3 apprentices that fiddled with the locks for about 10 minutes before the 40 year old guy with a pompadour came out and picked one in about 20 seconds. He took that one in and made me a couple of keys, sending the bill to the dealer. Good luck.
