Yeah, the seats and some other small details peg it as newer, too. I don't remember details, but RE bikes in India are a bit like the Ambassador, an old British design that was assembled with minimal change for decades.

That bike is actually not that old, it just has not been cared for. Probably late 2000s. The disk brakes are the give away....
