Fentanyl has some vapor pressure in solution form at room temp, but it is low. In solid form, it is likely much lower yet. It takes an intentional effort to aerosolize it and imagine carfentanil is the same. If unintentional vaporization were an issue, it wouldn't be useful as keeping it in a syringe for very long wouldn't work and injecting it would likely produce a gas embolism at body temp.
I've read an seen documentaries where custom officers and narc cops all were very worried about getting fentanyl on them during busts
