Check your inlet pressure to the gas valve. Should be a plug near the main gas line with an allen head. You'll need a gas pressure gauge. On propane systems you can have two gas pressure regulators. One at the tank stepping down the high pressure and then another that drops to your final pressure of around 12" water column. You could have a problem with inlet pressure.
Assuming when you mention you replaced the "regulator" you're talking about the main gas valve. Does it come converted to propane or did you have to install the correct spring to convert the valve?
