Let's pause for a moment and recall how liberal lawmakers protect the "underserved" members of society and constantly argue we do not do enough for them, they should not be locked up pending a criminal trial, etc. Hence urban cities where this type of crime happens routinely and the medial rarely covers it because pulling back the curtain would awaken outrage in some less liberal, liberals.
Some people have no place in society; I would argue the above are some very strong candidates for that classification.
