When I was young and actively snow skiing, I placed my skis next to a few pairs of much nicer skis if I had to go into the lodge. Similarly, troublemakers follow the path of least resistance. They don't even want to be found out, let alone confronted. Make other properties more attractive to them than yours, and the problem will go away.
