Since I'm retired I choose not to drive during those hours.
Now when it's not bumper to bumper the speed limit is 65 but in San Diego I rarely ever see a CHiP.
Freeway is frequently 75 to 85/90 here too, you're just surrounded by other speeding aggressive drivers.
Navy stationed me in NZY/Coronado in 1980 and I never left.

Of of my local friends is a retired Federal judge. They assigned him to San Jose in the late 1960s. He bought a house in a modest area, and had 2.5 acres of land. A few years later a golf course was going in next door, and they offered to buy a corner of the land for the course for a nice price, and as a sweetener, they gave him a lifetime membership that was transferable. When he was ready to retire he starter getting ready to move back to Oklahoma. That membership alone was worth a million bucks. He sold the house and land for a huge sum, and the new owners bulldozed it and built a McMansion.
He move to Oklahoma a bough a square mile of property that was all woods. He had a very nice house built to his wife's dreams in the middle of the square mile on a hill. Beside the winding road to his house, the rest is all left to nature and he calls it his nature reserve. He had a ton of high end camera gear, and spend his time taking nature photos from his back porch, and some photo blinds he has on the property.
