It sounds like the steering lock assembly may be faulty. You could try and get access to the piece and try and free it up but it will be the same amount of work as simply replacing the entire assembly. People say this is a huge project but I did it and while you have to remove the instrument cluster, etc., it is pretty straightforward. BTW, doing this will also address any electrical gremlins an old ignition switch can cause -
