Probably one of the DC crowd of picture flippers, none of them have any money, they just take your price and your car, and try and make some quick in between money.
I blow them all off when I have a car for sale, tell them to buy it where I have it advertised, ebay or BAT, bid to win or click buy it now, it can be yours I tell them.
We all know a serious buyer will jump through some hoops, a picture flipper without any money can't and won't do a deal on your terms.
Here is a recent text thread with one of these guys, this was after he tried to buy one of my cars, when that didn't work he tried selling me some of his, except they weren't actually his. But he does spell out how they do business.
