The old E had been brought in by a service man returning from Germany. When I got it I realized the VIN on the title was fiction after the first few digits. Consultation with the Registry of Motor Vehicles revealed the process: get a Peace Officer to witness the actual serial number and sign the request for correction. He also ran the actual VIN to ensure it wasn't stolen.
Fairly pain free.
