people don't necessarily want to kill in battle, but peer pressure and all that
Now obviously if such a rifle falls to the ground and then somebody who DOES use it runs into a double load..

There are similar reports of WW1 where soldiers fired their rifle but they didn't aim to hit.
Things changed a great deal by WW2
