If you are really serious about making that a climbing gym, then I suggest pre-drilling a hole and fill with structural epoxy. Just the cheap ones at home depot that mix itself as it comes out of the tube. Simpson makes them. Once in, it ain't coming but that only works if the cells are filled with concrete.
Me, a 3/8" sleeve anchor would be my choice if cells are filled.
