My brother did that with a dog that hopped into Mom's car one rainy day. Called the owner early on a Saturday, drunk before 0900. She did not care what he did with the dog.
She sobers up and calls a week later, talking some noise about being the "legal owner" of the dog. He told her he gave it to some people that moved out of state.
Bottom line, if you talk to the "owner" and they are drunk before breakfast, keep the dog.
