Back in the early 60's, we (young elementary school children) were taught how to react to a nuclear attack. Upon hearing the siren we were to either get under our desk or, go into the hallway and put our face to the wall and cover each side of our face.
I also remember later (late 60's or early 70's?) we were taught that you could get fresh water from your toilet tank (no, not the bowl). This was true but that isn't going to help much when your neighborhood is now a radioactive wasteland.
IMO the govt knew that this would have zero protection or survival but, it was a great way to keep from having public hysteria over the fear of impending nuclear attack.
Seems like NYC thinks the public needs another dose of propaganda to control the masses.
