Incorrect. There absolutely IS ATC control at FL600. It’s called Class A airspace, and all aircraft are required to have a clearance and operate under Instrument Flight Rules. My missstatement, you are correct, class A ends at FL600. They would call in to descend to FL600. My inaccurate reference applies FL600+
